  12.  BG> approach.  Dr. John F. Bartlett,  chief of the Division of Infectious 
  13.  BG> Diseases at the Johns Hopkins University, said the governor's drug and
  14.  BG> alcohol advisory council has virtually no expertise in AIDS.  Dr. 
  15.  BG> Bartlett said he  questions whether the governor understands the 
  16.  BG> effectiveness of  the state's AIDS-fighting resources or the ability
  17.  BG> of  Maryland's  health department in winning AIDS research grants.  Dr.
  18.  BG> Solomon  said he would attempt to get "the best brains available" to 
  19.  BG> work  on AIDS issues, but added, "This is not a field I am an expert
